Does washing your hair out with shampoo make conditioner effects go away?

Well yeah i need my hair to be wash with shampoo (No conditioner effect) for manic panic to work and i was wondering since i conditioned before i knew if i shampoo again and wash out the conditioner is it out for my hair for good?Does washing your hair out with shampoo make conditioner effects go away?

Wash it once more, preferably with a clarifying shampoo.. should remove the rest of the conditioner, thus its ';effects';
